Is there a need for three within four miles of each other? Consider this: two of those three courts serve only their host cities, which are two of the three smallest population bases in the county. Fewer courts would mean less duplication of costs, and would eventually mean more money to treat defendants for drug addiction or mental illness, or to monitor while awaiting trial rather than putting them behind bars.
