    The West Virginia Supreme Court of Appeals recently affirmed a sexual abuse sentencing order, issued by Chief Circuit Judge Jay Hoke following a jury trial in April of 2012. As extensively reported in The Lincoln Journal four years ago, Shelby Dean Skaggs was found guilty in circuit court of sexual abuse in the first degree and sexual abuse by a parent, guardian or custodian.
