    The crew of the Maryland State Police helicopter based in Frederick was able to safely pluck a kayaker from the frigid Potomac River near Sandy Hook on Saturday afternoon. Authorities say shortly before 2;00 PM, fire and rescue personnel from Washington and Frederick Counties were dispatched to an area west of the Route 340 bridge, where they found a 54-year-old man submerged in the water up to his waist.
