    St. Lawrence County Sheriff's Deputies were called to River Road at about 11:30 p.m. by a report of property damage and suspicious activity, and found that three Gouverneur men had been operating ATVs on private property without permission - Christopher B. Fuller, 19, of 609 Emeryville Road; Cody J. Orr, 18, of 26 Rastley Road; and Zachary F. Forsythe, 19, of 928 California Road. According to the officers' investigation, landowner James A. Besaw, 57, of 346 River Road, Gouverneur, then pursued the ATVs in his vehicle, colliding with an ATV driven by Mr. Fuller and forcing him into guardrails along River Road.
