    According to an affidavit, an officer saw Martha Gilliam not wearing a seatbelt while driving on South Dickerson Road near Dry Creek Road around 8:30 a.m. After turning on his emergency lights, Gilliam, 57, reportedly kept driving until she reached Robert Cartwright Drive where she stopped at the intersection blocking lanes on both streets. The officer noticed the smell of alcohol and said he had to keep reminding Gilliam to look for her driver's license because she kept forgetting, the report stated.
