    Q Why does the metering light to get onto Highway 101 north from Capitol Expressway in San Jose take a full 10 seconds to change? There is often a long line of cars backed up onto Capitol. Sometimes I go over 101 and make a U-turn at McLaughlin Avenue to get on 101 from the other side where the light takes only a few seconds to change.
