Kennedy was training at Newport Naval Station at the start of World War II, a young Texan was also training There were multiple volunteer fire departments that participated including, the Gettysburg Fire Department, New Oxford United Hook and Ladder, West Hanover Fire Department, and the Littlestown Fire Department. The training exercise ran through the PA State Fire Academy and helped firefighters train for structure fires in a controlled live fire situation.
