    Connecting to a sewer line has become so expensive for thousands of homeowners and businesses on septic systems in Montgomery County, including sites in the Clarksburg Historic District, that they simply don't attempt to do it. However, a Washington Suburban Sanitary Commission working group has come up with the idea of creating sewer sub-districts to spread the costs over a larger group of people.
