Jacob Anderson, from Garland, allegedly forced himself on a woman outside a fraternity party around 3 a.m. on Feb. 21. The victim said she was given a drink at the party and later felt disoriented, police said.

He was escorted by Smith County Constable Petty and Smith County K-9 Officer Logan Smith into a K-9 unit, where he sat next to K-9 officer Malachi for the short trip to the Smith County Jail. Koch had been the subject of a manhunt since Jan. 19 after he fled from a traffic stop and allegedly shot K-9 officer Ogar during a struggle.
