    The Gardendale Board of Education today told an appeals court that its efforts to split with Jefferson County and form a new school system was not an effort to keep black children out of the schools in the city. Instead, the board argues in its legal brief, that: "This case is about the efforts of a city to improve public education by creating a municipal school system that would operate separately from a county system still subject to a decades-old desegregation decree, and whether a federal court should frustrate those efforts when they are not motivated by racial animus and will not hinder the county's desegregation."
