    A civil lawsuit filed this week in Miller County seeks damages for a young boy who suffered head and other injuries when the school van he was riding in was struck and flipped. Texarkana lawyer Matt Keil filed the suit Thursday on behalf of David and Carla Rowton of Fouke, Ark., individually and as parents of their 9-year-old son, who was 7 at the time of the collision.

Kenneth Richards is accused of inappropriately touching two 14-year-old boys and a 16-year-old boy who was offering tobacco products, alcohol, money and other gifts in exchange for sex, according to a search warrant affidavit used to create the following account.
