The buildings, made of locally-sourced shock absorbing concrete stacked like Lego bricks, were constructed for days like Thursday, as soldiers attacked targets in the building with live fire. The concrete captures most rounds, making for safer training, and a more sustainable site.

Police said that Callender was turned over to them by Fort Drum authorities following investigation of incidences occurring in May and June 2016 in the Village of Gouverneur involving a 14 year old victim.

Rolewicz, 29, Cortland, was charged by Lewis County sheriff's deputies with aggravated DWI after he was involved in a one-vehicle rollover crash at 10:50 p.m. Wednesday on Route 12 in the town of Turin. Deputies said Mr. Rolewicz swerved to avoid several deer and lost control of his 1999 Chevrolet Silverado, causing the truck to spin around, slide off the road, go airborne, land sideways and roll onto its driver's side next to a tree.

    The north country may face more winter cold than most military installations, but the post's soldiers appear to be avoiding cold-weather injuries as well as military personnel in warmer locales across the country. Among the installations with a higher number of incidents than Fort Drum during the study period were Vilseck, Germany, Fort Wainwright, Alaska, Fort Benning, Ga., Parris Island, S.C., Portsmouth, Va., and Fort Bragg, N.C. These numbers came despite the Watertown area's reputation of having the lowest recorded temperatures in America multiple times in the last few years.
