    The military is taking advantage of the north country's bitter cold, testing a new type of vacuum-sealed insulation it says matches the effectiveness of a foot of material in an inch-thick square. “The more extreme the climate, it's going to have more of an impact on the savings,” said Tapan C. Patel, project manager for the Army Corps of Engineers' Construction Engineering Research Laboratory.
