Brian Helmick, attorney for the Energy Solutions Consortium, said the Buffalo, N.Y.-based company remains in talks with the owners of the former Wheeling Corrugating Plant in Beech Bottom, but to meet a deadline for applications to the PJM Interconnection, the company must move forward with plans for the Follansbee site.
