    Genesee Circuit Judge Archie Hayman certified a class action lawsuit against the city Monday, Aug. 31, saying Flint's water and sewer customers since September 2011 have all been subject to a water readiness-to-serve charge that was improper and an illegal 35 percent increase in water and sewer rates. A packed courtroom burst into applause as Hayman issued his order recognizing the class, a ruling Washington described as significant but just "one more step in the process" of achieving lower water rates and refunds for city utility customers.
