    Could Target's decision to close all 133 of its stores in Canada improve the chances that the discount retailer could land in Syracuse's Destiny USA? Officials at the 2.4-million-square-foot Syracuse mall say about 25 percent of the shoppers who come to Destiny USA are Canadian. It's a pretty easy drive for them on Interstate 81, sales taxes here are half what they are in Canada, and the newly expanded behemoth of a mall provides dining, entertainment and an extremely wide offering of merchandise under one roof.
