    Negligence by PG&E and the state Department of Water Resources caused a fire that destroyed the Fairfield home of an elderly widow, contends a lawsuit that also asserts the utility and state agency offered her no assistance. The suit filed in Solano County Superior Court states Namie Stewart owned the home at 1924 Finch Way, where on March 16, employees of the state water agency made unsafe contact with the nearby power pole of Pacific Gas & Electric Co.
