    A Chocowinity woman has been formally charged in connection with a crash that killed a teenager and toddler near Vanceboro. Pamela Jeanette Tello, 38, of 650 Mary St., Chocowinity, was charged with misdemeanor death by motor vehicle by the N.C. Highway Patrol on March 15. Killed in the crash were Samantha M. Anderson, 16, of Dover, and Angel L. Nichols, 4, also of Dover.
