Brown, 37, formerly of Green Lane, East Liverpool, pleaded guilty to two counts of kidnapping, one count of attempted rape with a child less than 10, one count of gross sexual imposition and one count of unlawful sexual conduct with a minor.

    TOAST East Liverpool resident Amy Lynn Dowd for going the extra mile after her husband, en route to work, called to tell her he saw two dogs that appeared to have been dumped out on state Route 11 at 4 a.m. Dowd headed for the scene, where she unfortunately found one of the dogs had been struck and killed, the other dog lying over its body. While she tried to get the other dog to come to her, she witnessed another vehicle hit the deceased dog, so she took its body, also.

    In stark contrast to other recent meetings of the city school board, just a handful of teachers dressed in black - instead of nearly 200 - attended Monday night's session, where a revised contract for their union was approved unanimously by the board. The revised three-year agreement was ratified last Thursday by the East Liverpool Education Association , just four days before teachers were set to walk off the job over the board implementing the contract without union approval in March.
