    A newly minted group critical of Town Hall and its upcoming sale of the waste treatment plant says it will circulate petitions aimed at forcing a ballot-box referendum on the issue. Scores of residents who are opposed to Town Hall's intention of joining the Greater New Haven Water Pollution Control Authority will be fanning out all over town in the next four weeks to collect signatures on its petition, which demands that the town put the matter up to the voters, according to Harold Watson , an organizer of the group WPCA Stratford -- Get Answers.
