    Julio Reynerio Blandon, 29, and Brittney Shea Davis, 25, both residing at 308 Diwa Drive in Easley, were arrested on charges of torture and ill treatment of animals after a male pit bull was found in the back yard chained to a doghouse and starved to death. According to incident reports and arrest warrants, Animal Control initially responded to the call after receiving a report of a deceased dog in the backyard of the residence.
