    Royal Dutch Shell has "backup plans" if it is blocked from using the Port of Seattle's Terminal 5 as home port for its Arctic drilling fleet, a senior company executive told reporters at a conference in Houston. "It's not my preferred approach - we have backup plans: I don't think this will delay the program," said Ann Pickard, the Shell vice president who oversees the company's plans to drill this summer in Alaska's Chukchi Sea.

    The 400-foot-tall, 292-foot drilling rig that Shell Oil plans to use this summer in the Arctic dropped anchor at 7:10 a.m. in Port Angeles for what is expected to be a two-week stay. The Transocean Polar Pioneer has been leased to replace the Kulluk, a conical drilling ship wrecked on New Year's Eve 2012 when it broke loose from its tow lines in a Gulf of Alaska storm and ran aground near Kodiak.

    A U.S. Interior Department agency, saying "all the required components are in place," has very quietly set the clock moving on a very brief public comment period on Shell Oil's plans to drill for oil in Arctic waters this summer. The Bureau of Ocean Energy Management has set a May 10, 2015, date for approving, modifying or rejecting Shell's plans, allowing the oil giant plenty of time to proceed with plans to drill six exploratory wells in the Chukchi Sea.

    U.S. Interior Secretary Sally Jewell has validated 2008 oil leases in Alaska's Chukchi Sea, leases which Shell Oil wants to begin drilling this summer using an Arctic drilling fleet with its home port in Seattle. Jewell approved a court-directed revision of an environmental impact statement for the Chukchi Sea leases, which should have been completed before the Bush administration sold leases in February of 2008.
