    Jubilant commanders of the police and fire departments clasped hands and embraced Monday night after Dracut's Town Meeting voted 278 to 198 to keep the police chief's position in the civil-service system. Town Manager Jim Duggan had proposed removing the police chief from civil service in favor of a new hiring process that he argued would draw from a wider, more qualified talent pool and make it easier to remove an unsatisfactory chief.
