    The inadequacy of road funding for South Carolina is not only evident in the poor condition of its roads, but in the measures supported by local residents to tax themselves for road projects. Charleston, Berkeley and Dorchester are among those counties that have so increased road funding, and Charleston County voters will be asked to endorse another half-cent sales tax increase on Nov. 8. The passage of road tax referendums has shown that local residents recognize the need for better roads and the bitter necessity of shouldering what should be a state responsibility.

    A group of Dorchester County residents is trying to stop a Nov. 8 countywide referendum asking voters if they want to raise taxes to build libraries and parks. The Dorchester County Taxpayer Association and a handful of residents filed a lawsuit Thursday seeking to have the referendum declared unconstitutional, illegal and null and void because it lumps a possible tax increase for parks and libraries in the same question.
