    William H. Mowery III, 31, of South Main in Dolgeville, is charged with strangulation, criminal obstruction of breathing, three counts of assault and endangering the welfare of a child. According to authorities, during a domestic dispute shortly after midnight Saturday, Mowery allegedly choked his girlfriend's 18-year-old daughter, causing her to lose consciousness.
