After hearing from the parties, the Board voted to deny the motion for stay pursuant to Board rule 7.27 which required the Board to consider and balance four factors: The Board voted in favor of an order allowing the temporary remedy, issued August 23, 2016, to continue to effect until 9 a.m. on Monday, August 29, 2016.
