Michial A. Foster, 59, filed an appeal Tuesday in U.S. District Court, Syracuse, to the U.S. Court of Appeals for the Second Circuit, New York City.

    Paul M. Alex, 25, of 62 Riverside Drive, Deferiet, was charged at 3:25 p.m. Saturday by Jefferson County sheriff's deputies with petit larceny. Deputies said he found a cellphone belonging to Samantha Rutter at Real Cinemas at Salmon River Mall and when questioned, told police he did not see it.
