    Water and sewer rate increases are necessary to keep those department budgets self-sufficient and not subsidized through general property tax receipts, according to Decorah City Manager Chad Bird. At its meeting Monday night, the Decorah City Council approved the first readings of ordinances increasing rates effective July 1. Three readings are required before ordinances can be adopted.
