    A four-acre pond that would be created to provide fill for a proposed Menards is one of the concerns the Decorah Planning and Zoning Commission was made aware of Monday night during its review of the preliminary site plan for the retailer's planned Decorah store. "It seems unlikely that the pond, as proposed, would have withstood the effects of the 2016 flood event, for example," City Engineer Lindsay Erdman wrote in a list of his recommendations to the Commission about the site plan.
