Two of those communities - Hamilton-Lauraville and Waverly - participated in Neighborhood Lights during Baltimore's second annual Light City celebration, held March 30-April 8. As part of Light City, a festival of illuminated artworks held at the Inner Harbor in early spring, satellite art installations are set up throughout the city, pairing artists with communities.
