    Tyrique Lazara Wise, 32, of Jarvisburg, was charged with second degree murder and related drug crimes, according to a release from the Dare County Sheriff's Office. Officers responded to a call to a home on E.R. Daniels Road in Wanchese about 1 p.m. Monday to find a woman unconscious from a heroin overdose, the release said.
