    Saying the paperwork was not filed on time, the Louisiana Supreme Court refused to consider a request to review an appeals court decision ordering St. Tammany Parish government to fix a mapping error and change the zoning on a 10-acre tract along Brewster Road south of Covington to a more intense commercial classification. Attorney Alex Peragine of Covington, who represented a group of citizens opposed to the zoning change, said the court's decision was based on a technicality.
