    Special to the Courier In-person early voting ends Friday, Oct. 31, at 5 p.m. You still have time to cast your early ballot in person at the Yavapai County Administration Building, 1015 Fair St. in Prescott, or the Yavapai County Cottonwood Annex, 10 S. 6th St. in Cottonwood. All voters who received a ballot in the mail must return them in the following manner; by mail or delivered to a Yavapai County Election Drop box or vote center no later than 7 p.m. Nov. 4. The Yavapai County Board of Supervisors will consider the new agreement at its 9 a.m. Monday meeting at its Cottonwood board room at 10 S. 6th St. The public also can view the meeting via video at the county's administration building at 1015 Fair St. in Prescott.
