    Raising Cottonwood's minimum age to buy tobacco, refinancing water bonds, housing homeless vets and another microbrewery all are issues before Cottonwood's City Council Tuesday at 6 p.m. The Yavapai Anti-tobacco Coalition of Youth, a group of students who are taking action against tobacco use, are calling for the city to adopt "Tobacco 21," restricting sales of tobacco products only to those age 21 and older. Teens 18 and older can now buy smokes.

    Ruth Gaver, one of the defendants arrested in a March brawl at a Cottonwood Wal-Mart, will be allowed an hour a day outdoors at the Camp Verde jail, a Superior Court judge ruled Friday, Jan. 8. Gaver, 53, was arrested in connection with the fight between members of the Gaver family and Cottonwood Police, during which Enoch Gaver, 21, was shot in the head and killed during a struggle for an officer's gun. Enoch's brother, David, 29, was shot in the stomach and is now in custody.

    The Cottonwood City Council has adopted a resolution increasing its water and wastewater user rates to that would take effect on March 1. At Tuesday's council meeting, only one member of the public rose to voice objections to the increase, even though two of the seven council members voted "no," and in the minority. The 5 percent increase in water fees increases the base charge inside the city from $24.76 to $26.
