"I do not believe that an expansion in the number of casinos sited in Oregon is in the best interests of the State or her people," Brown wrote to the bureau April 13. In her letter, Brown hewed to a policy Gov. John Kitzhaber laid out in 1997: that Oregon's nine recognized tribes should each be allowed one casino.
