    Shelbyville police said the chase started after an officer saw Baxter and realized that he was supposed to be turning himself in to Shelby County officials to serve a 30-year sentence, the police report said. The Shelbyville officer followed Baxter's vehicle and turned on his emergency lights, and a chase began, reaching speeds of 80 mph or more.
