    Jan. 25--COLUMBIA, S.C. -- Former Columbia City Councilman Brain DeQuincey Newman resigned Monday as chairman of the Central Midlands Regional Transit Authority. Newman has been at the center of a firestorm since early January when he was arrested and pleaded guilty to misdemeanor charges of failure to pay state taxes and file state income taxes for two years.

Hall, 44, took over the 5,000-employee agency in July -- a month after Janet Oakley, a former lobbyist for the trade group of state transportation departments, announced her resignation with a little more than a year on a job.

    SCE&G is mulling an offer to sell a 6-acre vacant lot at Huger Street and Hampton Street downtown, according to the company. "Word on the street" is that the potential buyer may locate a "big box" store on the site, said Fred Delk, director of the Columbia Development Corp., which guides and encourages development in the Vista and other areas of downtown.
