    The Board of County Commissioners in El Paso County could vote Tuesday to oppose the proposed Colorado Constitutional Amendment 69. A resolution is on the regular meeting agenda that, if supported by three commissioners, would declare the five-member board's stance against the measure that will be on the Nov. 8 ballot. If state voters approve Amendment 69, it would create a payment system to fund universal healthcare for Colorado residents with an additional 10 percent income tax that is expected to generate about $25 billion in revenue each year.
