    Virginia House of Delegates Republicans said Tuesday that they will look to tighten the state's welfare system during the upcoming legislative session by imposing stricter work requirements, earlier cutoff dates for long-term recipients, and putting new restrictions on EBT cards used to buy food.     The FBI is announcing a reward of up to $10,000 for information leading to the arrest and conviction of a man suspected in a string of bank robberies in central Virginia. FBI spokeswoman Dee Rybiski says the man dubbed the "Soul-Patch Bandit" is believed to be responsible for five robberies in Henrico County, Mechanicsville and Colonial Heights.
