    Clarksville Town Council adopted the town's new comprehensive plan and a $2.86 million budget during its monthly meeting, June 16. The town's budget for the 2016 fiscal year included a 5 percent hike in sewer rates, but no tax increases and no increase in water rates. For the most part, the general fund portion of the budget mirrored its 2015 counterpart, aside from a 4 percent salary increase for town employees and a nearly 7 percent increase in health insurance coverage.
