    Heavy rain caused rapid rises and flash flooding of streams and creeks, overflow of ditches and culverts and ponding of water on roads Tuesday throughout the Southern Tier and Northern Pennsylvania. Flash Flood Warnings were put into effect for parts of Steuben, Chemung, and Schuyler counties and multiple routes and roads have been closed, officials said.

    The Baldwin Solar Farm, a large array of solar panels in the hills of Baldwin near the Town of Chemung, could save connected residents 10 percent on their electricity bills and can help a local service organization.  The farm, built by Delaware River Solar, operates off of NYSEG's standing power grid and can service homes in 18 upstate counties, including Steuben. It's expected to go online in March.

    Republican Senator Tom O'Mara, R-Big Flats, announced Friday he is co-sponsoring legislation to incentivize New York's food industry to cut down on food waste by donating their surpluses to local food banks and pantries. Food waste makes up the single largest material found in landfills and sent to waste incinerators in the United States, according to O'Mara.
