Tara Lynn Payton, 38, of Atalissa, was arrested Thursday afternoon in the 300 block of East Fifth Street in Muscatine on a Washington County warrant for nine counts of identity theft under $1,000, and one count of ongoing criminal conduct unlawful activity.
