    TUCSON, AZ - Eight words that hundreds of local couponers have been dreading: All coupons will be accepted at face value. That's the change Fry's Grocery store made as of Wednesday, Oct. 1. Fry's says it's reducing thousands of prices on items across the store so customers can still save money, but some customers, especially couponers, say those reductions aren't enough and they'll take their coupons to stores that do double coupons, like Safeway and Bashas'.
