Edward Walldroff. “I can get my arm around this quite easily,” The cooperative development agreement between the JCIDA and the West Carthage developer requires the agency to help Mr. Lundy locate grant funding opportunities for the proposed park, support applications he presents to town officials and allow him to apply for a tax abatement agreement through the agency if he chooses, said the agency's attorney, Joseph W.
