    A possible drowning was reported in the area of Bates Beach south of Carpinteria Wednesday afternoon after a person was reportedly pulled out of the surf in the area, according to emergency radio traffic. A possible drowning was reported at the north end of Bates Beach, near the pier, and responding authorities were attempting to locate the person, said Jackie Jenkins, a public information officer with Montecito Fire.

The $115 million third phase of the project will reconstruct and widen the Linden Avenue overcrossing to three lanes and the Casitas Pass Road bridge to four, along with a landscaped median along the center of the latter.

The U.S. Bankruptcy Court for the District of Delaware approved Venoco's plan this week, company spokesman Ned Wigglesworth said in a statement.
