    Pebble by pebble, the N.C. Division of Marine Fisheries crews have built a reef in less than a week. The crews used a backhoe to load 700 tons of concrete pebbles from a corner of the Carolina Beach State Park Marina's parking lot to three barges, which then sailed the piles out to a 1-acre site where one crew member steered the vessel for maximum coverage while another trained a hose onto the pebble pile, flicking them at the water.
