Richard P. Detwiler, 80, South Lincoln Avenue, Salem, was charged following the April 14 incident in Madison Township in which he was eastbound on U.S. 30 and passed another vehicle and then struck John W. Weaver, 64, Strader Road, East Liverpool, who was on a bicycle as Detwiler attempted to merge back into the right lane.
