    Sept. 05--BREMERTON -- Kitsap Transit's board voted Wednesday to buy backup engines for the fast ferry Rich Passage 1, and to buy a used ferry with capacity for 350 passengers to work the Kingston-Seattle route starting next summer. RP1 has suffered from several mechanical issues since service launched July 10, including a malfunctioning control box in the propulsion system, a failed turbocharger and a blown headgasket.
