Francis, 38, of state Route 420, Brasher Falls with second-degree criminal contempt at 8:53 p.m. Wednesday at 441 South Main St. He was arraigned by Massena Justice Eric Gustafson and remanded to the St. Lawrence County jail, Canton, in lieu of $2,500 bail or $5,000 bond, police said.
