    The state Legislature has approved a bill that would overhaul the state law governing financially distressed municipalities -- a category that includes Pittsburgh, as well as a number of Mon Valley communities such as Clairton, Braddock, Rankin and Duquesne. Pittsburgh officials had been unhappy with the bill because they said it would not afford them the opportunity to increase its local services tax, as other Act 47 communities would be permitted to do.
